State Department set to roll out religious worker visa plan next month

U.S. Secretary of State Marco Rubio announced a plan to address religious worker visas, set to be implemented “early next month,” emphasizing its design to treat all denominations equally and avoid preference in the visa allocation process.

The administration has reportedly worked closely with various religious authorities to develop this visa framework, which aims to rectify issues highlighted in a July report by U.S. Citizenship and Immigration Services concerning fraud in the permanent residence program for unaccompanied minors, a situation that has allegedly created a significant backlog for migrant religious workers.

Visas for religious workers in the United States are typically obtained through either temporary R-1 visas or employment-based fourth preference (EB-4) Green Cards, requiring membership in a denomination and a job offer from a qualifying nonprofit religious organization.

Previously, Rubio indicated the administration was pursuing a “standalone process” for religious worker visas, distinct from other visa categories, to expedite applications and manage the existing delays more effectively.

Speaking at a press conference on Friday, Rubio stated the new plan considers factors like the workers’ home countries and specific denominations, promising no discrimination but acknowledging variations in denominational “professionalization” and country-specific requirements.

Despite expressing confidence in reaching a “good place,” Rubio conceded the plan isn’t finalized and that implementing it requires time, though the administration is moving quickly to resolve the visa processing challenges.

According to Rubio, the State Department has engaged with numerous denominations during this process, with the Catholic Church, a major user of the visa system, specifically mentioning collaboration with the U.S. Conference of Catholic Bishops.

The persistent visa backlog has prompted concern among church leaders, who fear it could lead to significant shortages of clergy, impacting their ability to serve the faithful and maintain essential ministries like the sacraments.
