“Four Charged in Federal Corruption Probe Linked to NYC Homeless Shelter Operator”

Four individuals connected to a company contracted by New York City to manage homeless shelters have been charged in a federal public corruption investigation. This inquiry also involves a City Council member and an aide to Governor Kathy Hochul.

The charges focus on two leaders of BHRAGS Home Care Corp., a nonprofit accused of misappropriating over $1.3 million from taxpayer funds. Additionally, two subcontractors allegedly paid bribes and kickbacks to secure lucrative contracts. The investigation extends to City Council Member Farah Louis and her sister, Debbie Louis, an aide to Hochul, regarding potential acceptance of bribes related to city funds allocated to the nonprofit. Although not arrested, Debbie Louis was placed on leave following the investigation’s exposure.

BHRAGS, which has received nearly $200 million in contracts from the city’s Department of Homeless Services since 2022, is at the center of these allegations. The indictment highlights significant corruption, with the nonprofit’s executive director, Roberto Samedy, and former board chairman, Jean Ronald Tirelus, accused of diverting funds, including $800,000 meant for “economic growth and affordable housing” in Brooklyn. They allegedly received over $200,000 in kickbacks and bribes to direct contracts to businesses controlled by Edouardo St. Fort and Miguel Jorge.

In court, Tirelus, Samedy, and Jorge pleaded not guilty and were released on bond. Tirelus’ attorney, Todd Spodek, stated his client’s intent to dispute the charges, while Samedy’s attorney, Seth Zuckerman, emphasized his client’s dedication to BHRAGS’ community work. St. Fort, appearing in a Massachusetts courtroom, was also released on bond without entering a plea.
