In a significant law enforcement operation, Cook County Sheriff’s Police arrested Roise Spencer, a 42-year-old woman accused of leading a multistate retail theft ring. The investigation revealed that Spencer recruited individuals struggling with addiction from homeless shelters, offering them drugs or gift cards in exchange for their participation in organized retail theft. This scheme involved high-value merchandise thefts from various retailers, including Lululemon, Walmart, Kohl’s, and Target, with losses exceeding $100,000.

The National Retail Theft Blitz, which led to Spencer’s arrest, also resulted in 84 other arrests in Chicago. During the operation, law enforcement recovered a truckload of stolen supplements valued at $96,000. Spencer, who is currently detained in the Cook County Jail on an unrelated warrant, is scheduled to appear in court on August 24.
