Charity Commission Opens Statutory Inquiry into Al-Hikam Over Failure to Comply with Warning

The Charity Commission has opened a statutory inquiry into Al-Hikam, a religious charity based in Bradford, west Yorkshire, after the organization failed to comply with an official warning issued by the regulator in November of the previous year. Al-Hikam was established to advance the Islamic faith and support young people by providing religious education services, recording an income of over £215,000 in the year ending 31 December 2023.

The initial official warning, issued on 10 November, cited a series of concerns including the charity’s “lack of due diligence” regarding its partnerships with two other organizations, 1Vision and Convoy4Palestine. The warning also noted the behavior of an individual involved with the charity and highlighted the organization’s failure to submit accounts on time. Regulators stated that trustees needed to take action to rectify alleged misconduct, mismanagement, or breach of trust before 31 December, specifically by protecting the charity’s reputation and ensuring timely submission of accounts.

According to the Commission, the charity’s trustees have since failed to demonstrate progress in rectifying the actions outlined in the November 2023 warning. Consequently, the regulator launched a full inquiry to investigate the administration and governance of the charity by its trustees. The scope of the inquiry includes assessing the preparedness of trustees to fulfill their responsibilities under charity law, the suitability of the charity’s environment, and its links to connected companies.

The investigation will also examine the overall viability of the charity. The Commission has indicated that once the inquiry concludes, it will publish a report detailing its findings.
