
British Virgin Islands Premier and Minister of Finance Dr. Natalio Wheatley has ordered multiple investigations into an unauthorised government investment in Delta Capital Partners Limited, citing a violation of the Public Finance Management Act. In a public statement last Thursday, Wheatley indicated that the investment was executed by former Accountant General Arnold Ainsley without his required authorization.
Wheatley stated that the Ministry of Finance formally alerted him to the matter in April 2026, prompting immediate investigations to determine how the breach occurred and to prevent recurrence. The Financial Investigation Agency (FIA) has launched a criminal investigation to assess any potential misconduct, while the Internal Audit Department and Ministry of Finance and Treasury are also conducting inquiries and pursuing fund recovery.
The Premier emphasized the need for accountability, noting that the government had previously addressed issues related to an investment in Bank of Asia by approving a comprehensive Government Investment Policy in March to ensure compliance with the Act. He has also directed the deputy governor to review an Internal Audit report for any identified deficiencies.
Opposition Leader Marlon Penn welcomed the investigations but advocated for their expansion into an independent inquiry. Penn suggested writing to the auditor general to request a thorough examination, including all decisions and failures related to the Delta Capital investment.
