Arrests made in PSNI investigation into safeguarding concerns at Presbyterian Church in Ireland
Two people have been arrested as part of a Police Service of Northern Ireland (PSNI) investigation into safeguarding concerns within the Presbyterian Church in Ireland (PCI). The investigation, announced in November 2023, follows the church’s acknowledgment of “serious and significant failings” in its central safeguarding functions from 2009 to 2022. The PSNI reported 127 contacts with potential victims or witnesses during the probe, emphasizing its commitment to a safeguarding-led approach in collaboration with partner agencies.
Rev Richard Kerr, moderator of the PCI, expressed sorrow over the circumstances leading to the investigation. He stated the church is “saddened by the circumstances” and pledged to “assist the police in every way we can.” Kerr also acknowledged the courage of those who have come forward, urging others to report concerns. The PCI has since initiated an independent external review of its governance and safeguarding arrangements, a move aimed at addressing systemic issues.
The church has taken steps to enhance its safeguarding capabilities, including training approximately 2800 individuals on its policies and procedures in May and June 2024. Kerr emphasized the ongoing commitment to “delivering the progress and change that is required to put things right,” while acknowledging the emotional toll on those who placed their trust in the church.
The PCI has faced mounting pressure to address past failures and ensure accountability. The PSNI investigation continues, with the church working closely with authorities to support the process. The situation highlights the importance of transparency and responsibility in institutional leadership, particularly in matters involving the protection of vulnerable individuals.
The case underscores the need for vigilance in safeguarding practices within religious institutions. As the investigation unfolds, the PCI’s response will be closely watched, both within the church community and by those affected by past shortcomings. The church’s efforts to improve its systems reflect a recognition of the gravity of the situation and the necessity of meaningful reform.
