Encinitas City Council Unanimously Votes to Shift Homeless Shelter Provider to National City Facility

Encinitas City Council has voted to transition its homeless shelter services from the Buena Creek Navigation Center to the San Diego Rescue Mission’s South County Lighthouse facility in National City. This shift, set to take effect in January, marks the end of a two-year partnership between Encinitas and Vista, which shared the Buena Creek shelter. The decision reflects a strategic move to address evolving needs and financial considerations.

The city council directed staff to draft a contract granting Encinitas exclusive use of up to 12 beds at the Rescue Mission facility. Council members also requested that city employees terminate the existing partnership with Vista and the associated contract with Buena Creek’s managers. Mayor Bruce Ehlers noted that the change aligns with the city’s progress, stating, “Buena Creek Navigation Center served its purpose, and I think we’re moving up from there.”

Under the current agreement, Encinitas pays 25% of Buena Creek’s operating costs, which totaled approximately $488,758 in the most recent fiscal year. However, the city anticipates an increase to $715,000 in the coming year due to planned expansions at the facility, including hiring additional staff and purchasing a vehicle for client transportation. In contrast, the Rescue Mission proposal is projected to cost Encinitas $318,000 annually for the same number of beds.

The cost difference stems from the Rescue Mission’s payment model, which only charges Encinitas for beds that are occupied, whereas Buena Creek operates on a fixed-rate structure regardless of occupancy. Councilmember Luke Shaffer emphasized the financial sense of the Rescue Mission proposal, while Councilmember Marco San Antonio pointed to the organization’s long-standing reputation, having been in operation for 70 years compared to Buena Creek’s recent opening in 2024.

The Rescue Mission facility offers several advantages, including acceptance of families, a new medical services program, and transportation for clients. However, some council members raised concerns. Councilmember Joy Lyndes highlighted that the facility’s location in National City, rather than North County, may pose logistical challenges. Additionally, the 30-day stay limit at the Rescue Mission contrasts with the 120-day stay allowed at Buena Creek.

These considerations underscore the complex balance between cost efficiency, service quality, and the needs of the homeless population.
