Local officials in Multnomah County continue to monitor weather forecasts throughout the winter season, preparing to activate emergency severe weather shelter plans if conditions meet specific thresholds. These thresholds are determined in consultation with National Weather Service experts, County Emergency Management, the Health Department, County Human Services, the Homeless Services Department, and the Portland Bureau of Emergency Management. As of now, weather forecasts do not meet the criteria to open severe weather shelters.

Anyone in need of cold weather resources, such as shelter, warming centers, hot meals, warm clothing, or volunteer opportunities, can contact 211 for assistance. In Portland, individuals seeking shelter can also call 311 between 7 a.m. and 8 p.m. for information on overnight-only shelters, or refer to an interactive map for details. Community members can find warm spaces, including overnight shelters, Multnomah County Library locations, and the Health Department’s Behavioral Health Resource Center, by visiting link.multco.us/warm-spaces. It is important to check library hours and locations beforehand, as some may be closed for construction.

If someone is concerned about an individual not dressed for the weather, they can call the non-emergency response line at 503-823-3333 and request a welfare check. In cases where someone is unsheltered and their life appears to be in danger, emergency services should be contacted immediately by calling 9-1-1 for medical attention.

On February 18, the Homeless Services Department activated its enhanced street outreach program to support individuals experiencing unsheltered homelessness. During this initiative, teams distribute cold-weather supplies and check on people throughout the entire county. They also assist in connecting individuals to shelter options, including year-round and severe weather shelters when available.

The county is divided into 37 “zones,” and outreach teams ensure all zones are covered to provide comprehensive support. Enhanced outreach is activated based on specific weather conditions that must last for four hours or longer. In some cases, these conditions may only apply to certain zones, allowing for targeted outreach efforts.

The efforts reflect a commitment to care for vulnerable neighbors, ensuring that those in need have access to essential resources during harsh weather conditions.
