Killeen City Council Approves $116K to Keep Homeless Shelter Open Through Holidays

In a recent unanimous decision, the Killeen City Council approved emergency funding to ensure the continued operation of the Friends in Crisis homeless shelter through the end of the year. This decision came during a special meeting on August 25, where the council authorized $29,000 per month from September 1 through December 31, 2026, totaling $116,000. This allocation will support the shelter’s operations through its fiscal year, thereby averting a planned closure set for September 1.

The Friends in Crisis shelter, operated by Families in Crisis Inc. (FIC), has been a vital community resource since 2013, providing refuge and support to those in need. Over the years, the city has contributed approximately $870,000 in local and federal support since 2017, in addition to a $760,000 investment for renovating the organization’s facility at 412 E. Sprott Street.

The decision to provide emergency funding follows an announcement by FIC regarding its intention to close its doors on September 1 due to financial challenges. An audit revealed that rising utility costs, increased demand for services, and a reduction in federal and pandemic-era funding were significant factors contributing to a budget deficit. In 2025 alone, FIC provided housing assistance to 673 individuals, including low-income veterans, domestic violence survivors, and families, highlighting the critical role the shelter plays in the community.

Mayor Solomon emphasized the council’s commitment to the community, stating, “At the end of the day, this City Council cares and our city staff cares about this community.” This action reflects a broader commitment to addressing housing insecurity and supporting vulnerable neighbors, aligning with the biblical call to care for those in need, as seen in Matthew 25:35.

The council’s decision underscores the importance of community response and public policy in addressing homelessness and housing insecurity. By stepping in with emergency funding, the city demonstrates a commitment to mercy ministries and the well-being of its residents, echoing the biblical principle of loving one’s neighbor. As the community continues to navigate these challenges, the support for Friends in Crisis serves as a testament to the power of collective action and compassion in fostering a more inclusive and caring society.
