Taskforce Investigates Alleged Misuse of Funds in Kampong Chhnang Communes

In a significant move to address concerns over the misuse of government funds, the Kampong Chhnang provincial administration has established a taskforce to scrutinize the handling of sub-national government funds across 71 communes. This initiative follows an investigation by the Interior Ministry, which revealed allegations of misconduct in the management of local development projects. Civil society groups have welcomed this development, emphasizing the importance of accountability and transparency in governance.

The taskforce, as outlined in a letter by Kampong Chhnang provincial governor Sun Sovannarith dated August 13, will examine the roles of various officials, including civil servants, commune council members, and clerks, in the execution of these projects. The investigation will focus on several communes, including Toek Hout in Rolea Ba’ier district, Melon in Boribor district, Chorng Morng in Toek Phos district, Sethei in Samakki Meanchey district, and Longvek in Kampong Tralach district. Additionally, the taskforce will review the project funds of all communes within the province.

The controversy that prompted this investigation centered around solar street lights in the province, which were reported to have cost eight million riel (approximately $2,000). The Interior Ministry confirmed that Toek Hout commune was one of the five communes where irregularities were allegedly found. Following a directive from Prime Minister Hun Manet, subordinate officers were instructed to review the situation, leading to the demotion of two senior provincial officials involved in the planning, investment, and inter-sectoral departments.

In response to these findings, Hang Piseth was removed from his position as the director of the Planning and Investment Department, and Van Then was reassigned from the director post at the Inter-Sectoral Department. Both were moved to personnel management roles. Provincial governor Sun Sovannarith has refrained from disclosing the names of individuals involved in the misuse of funds in other communes, citing ongoing investigations.

The Ministry of Economy and Finance has allocated $1.06 billion for sub-national administration in the Budget in Brief 2026, with an average local development budget of approximately 415 million riel, or about $102,000 per year, for each commune or sangkat. In light of these developments, Toek Hout commune chief Chey Mout, who could not be reached for comment, issued a statement asserting that a road repair project was conducted through a bidding process, involving the construction of a red gravel road and culverts.
