The Beacon of Hope, Winchester, Kentucky’s only emergency shelter, is set to close after 11 years of service. Co-founder Rachel Conner and board member Garvin “Ricco” Floyd have shared insights into the reasons behind this difficult decision.
The organization was founded by Conner and Michelle Bradford after they identified a pressing need for support among the homeless population in Winchester. Their mission began with providing food to those in need and eventually expanded into operating a 60-bed emergency shelter. However, the shelter’s closure is largely due to zoning challenges. Winchester’s zoning ordinances lack a designation for homeless shelters, requiring the Beacon of Hope to obtain a conditional use permit to operate—a hurdle they have never successfully cleared in their 11-year history.
Efforts to relocate to a new space in Winchester’s Industrial Park also failed when the organization was unable to secure the necessary permit. Conner explained that historically, the shelter was viewed as a hotel, nursing home, or daycare, but now it is classified as a convalescent center, complicating their operations further. Additionally, the current building no longer meets the mandates imposed on the organization, and since they rent the space, they cannot make necessary improvements.
As the shelter’s doors remain open through August, the future for the 34 residents who will be displaced on September 1 remains uncertain. Despite the closure, Conner and Floyd express hope that the community can come together to address these challenges. They remain committed to supporting any group willing to continue this vital work, emphasizing the ongoing need for such services in Winchester.
The Beacon of Hope is grateful for the community’s support since the announcement of their closure. State Rep. Ryan Dotson has publicly defended the ministry’s legacy of serving the community’s most vulnerable members. The organization’s leaders remain optimistic that the community will find a way to continue their mission, reflecting the biblical call to care for our neighbors in need, as seen in Matthew 25:35.
