Six days before the scheduled opening of a low-barrier shelter, Charlottesville reached an agreement with Central Arizona Shelter Services (CASS) to operate the facility. Despite a tight timeline and concerns from community members, the city aims to open the emergency shelter at 2000 Holiday Drive on Tuesday, September 1. This decision follows the city’s announcement to clear an encampment along the Rivanna River at Pantops on the same date, with plans to accommodate those displaced by the encampment.

For weeks, city officials have been working to secure a shelter operator, providing limited details about the operation, which has caused unease among the encampment residents. They expressed concerns about moving to a shelter they know little about, operated by unfamiliar personnel.

In a recent video, City Manager Sam Sanders confirmed the opening date and addressed a letter from Congressman John McGuire, who represents Virginia’s 5th District. McGuire had urged the city to delay the shelter’s opening due to concerns from nearby businesses about public safety and the financial burden of additional security measures. Sanders emphasized the city’s commitment to serving unhoused individuals, stating that compassion must balance public safety and business concerns.

On August 26, Charlottesville finalized a no-bid contract with CASS, a nonprofit agency with extensive experience in shelter operations in Phoenix since 1984. CASS will manage the shelter for one year, starting September 1, under a temporary license agreement. The city has agreed to pay CASS up to $3.2 million for this period, as outlined in the contracts.
