More than 70 community members gathered at the Sterling Township building to hear from the new leadership of Twin Cities PADS Shelter about the challenges they face following the shelter’s temporary closure on September 1. Daniel Swihart, the new chairman of the shelter board and senior pastor at Open Door Community Church, led the discussion, emphasizing a path forward rooted in confession, repentance, forgiveness, and reconciliation.
The decision to close the shelter, announced on August 21, was driven by a combination of financial constraints and staffing challenges. Swihart outlined how the shelter’s transition to a year-round operation in 2022, a change from its previous schedule of October 1 to May 1, resulted in increased costs due to the need for more paid staff. This shift was compounded by a growing number of residents and the complexity of their needs post-pandemic.
Despite securing additional grant funding, the shelter faced a significant decline in donations and volunteer support, which were crucial to its operations. The board acknowledged that these financial difficulties, coupled with turnover in key leadership roles, led to the decision to temporarily close and restructure.
Swihart admitted that the board had made errors in oversight regarding grant administration, shelter operations, and financial planning. He emphasized the board’s responsibility for these shortcomings, underscoring a commitment to addressing these issues as part of their restructuring efforts.
The Tri County Opportunities Council and CGH Medical Center played a vital role during this transition by assisting the shelter’s 30 residents in accessing necessary services and alternative accommodations. As the community and the board work together to navigate these challenges, the focus remains on ensuring the shelter can continue its mission to support the most vulnerable, reflecting the biblical call to care for neighbors in need, as seen in Matthew 25:35.
