In a recent decision, the Killeen City Council approved a reprieve for the city’s only homeless shelter, Friends in Crisis, ensuring its operation through December 31. This decision came after a unanimous 7-0 vote during a special meeting, where the council allocated $29,000 monthly to support the shelter’s continued service through the holiday season.
Friends in Crisis has been a cornerstone of Killeen’s efforts to address homelessness since 2013, receiving funding from both local and federal sources. Over the years, the City of Killeen has contributed approximately $870,000 to sustain the shelter’s operations, including $346,696 from local funds and $523,711 from federal resources. Additionally, the city has invested over $760,000 in renovations for the shelter’s facility at 412 East Sprott Street, utilizing a mix of general funds and Community Development Block Grants.
The decision to extend funding came after Friends in Crisis announced plans to close on September 1, due to financial challenges. The shelter had requested $350,000 in gap funding for fiscal year 2027, as it faced reduced federal funding, the conclusion of one-time American Rescue Plan Act funds, and rising operating costs. These financial pressures had created a significant funding gap for the program.
In 2025, Friends in Crisis provided housing assistance to 673 individuals across 280 households. This assistance included support for low-income families affected by violence, veterans and their families, as well as individuals who were sheltered or at risk of homelessness. The organization facilitated approximately $2.1 million in rent payments to local landlords, demonstrating its critical role in the community.
Mayor Solomon emphasized the council’s commitment to the community, highlighting the importance of supporting vulnerable neighbors.
