The Nelson Mullins law firm, commissioned by Celebration Church in Jacksonville, Florida, has released an investigation alleging that former head pastor Stovall Weems engaged in “rampant spiritual and emotional abuse” and financial fraud. The report details Weems’ management of the church, which included unauthorized financial transactions that benefited him personally at the expense of the congregation. These actions, according to the report, brought the church to the brink of insolvency, with unpaid accounts receivable exceeding $3.3 million.

Weems was suspended by the Celebration governing board earlier this year and resigned from his roles as senior pastor, president and CEO, chairman, and board member last week. The suspension followed allegations that Weems and his wife, Kerri, had misused church funds. The couple is pursuing a lawsuit, claiming the suspension was illegal and asserting that a church trustee provided false information to divert attention from his own financial misconduct.

The Nelson Mullins report outlines Weems’ breach of fiduciary duties, including fraudulent activities and unjust enrichment through transactions such as the purchase of cryptocurrency and the sale of a parsonage. The report emphasizes that these actions jeopardized the church’s financial stability. It also highlights the impact of Weems’ behavior on the church’s mission, noting that his erratic conduct and manipulative tendencies created confusion and disarray.

The report further describes a culture of fear and intimidation under Weems’ leadership, where employees faced unreasonable demands, were expected to show absolute loyalty, and were publicly shamed and humiliated. This environment, the report states, justified the discipline of Weems, including the potential removal of his leadership position.

Pastor Tim Timberlake, who was previously chosen as Weems’ successor, assumed leadership of the church in March following Weems’ suspension. The report credits Timberlake and the board for preventing the church’s collapse during this period of turmoil. The investigation underscores the need for accountability and transparency within church leadership, aligning with the biblical call to pursue justice and care for the vulnerable, as seen in Micah 6:8.
