Cumberland County Opens New Shelter, The Cove, to Address Growing Homelessness and Housing Needs

A new homeless shelter, The Cove, is set to open in Cumberland County, Pennsylvania, in response to the growing need for housing and support services. Community Cares, a nonprofit organization, hosted a ribbon-cutting ceremony for the facility located on Spring Garden Street in Carlisle. The Cove is part of the organization’s efforts to address the increasing challenges faced by those experiencing homelessness.

Jose Santiago, who became homeless after a motorcycle accident resulted in the amputation of both legs, shared his journey with CBS 21. Santiago’s story highlights the transformative impact of Community Cares. After six years of personal development, he is now preparing to move into his own apartment. Santiago emphasized the importance of accepting help, noting that Community Cares provides the necessary programs to help individuals maintain their housing.

Beth Kempf, the Executive Director of Community Cares, explained that rising housing costs have made it increasingly difficult for people to secure stable housing. Kempf noted that rents have risen from approximately $700 five years ago to $1,100 today, exacerbating the housing crisis. Additionally, a lack of support systems has contributed to homelessness in the area.

The Cove will offer 24/7 access, featuring sleeping areas, hygiene facilities, and a kitchen. With 44 beds, including 42 individual sleeping areas and two private rooms for recuperative care, the facility aims to reduce crowding and wait times by separating populations that currently share one location. Kempf expressed hope that the new facility will alleviate some of the challenges faced by those seeking assistance.
