Exclusive Brethren Subdivision Proposal at Heathcote Refused by Planning Panel
The Exclusive Brethren Church in Heathcote has faced another setback as a proposal to subdivide its property was rejected by Sutherland Shire Council. The development application, which aimed to create a new residential lot on the eastern portion of the site, was unanimously rejected by the Local Planning Panel. The decision aligned with council staff recommendations based on environmental concerns.
The site, located on Forum Drive, has been a focal point of community debate for over a decade. Residents previously opposed plans for a 900-seat meeting hall on the land, which were ultimately approved by the Land and Environment Court in 2013 after several amendments. The latest proposal sought to further divide the property, raising new concerns about its impact on the surrounding natural environment.
Council assessments highlighted significant environmental risks associated with the subdivision. Concerns included the loss of trees, bushland, and native fauna, as well as the potential for increased biodiversity impacts. The panel agreed with the assessment report that the proposed subdivision had not been designed to minimize environmental harm and would result in substantial adverse effects on the area.
The decision emphasized unresolved issues such as the size and location of the proposed building envelope, the impact on the residential character of the locality, and the application of existing covenants on the land. The panel stated that resolving these matters is essential before any determination on the subdivision can be made.
The Rural Fire Service initially opposed the subdivision due to bushfire protection concerns but later issued a general terms of agreement (GTA). Despite this, residents continued to raise concerns about the proposal, citing issues such as the lack of details about the future dwelling, environmental impacts, and potential traffic and parking challenges.
The rejection of the proposal underscores the ongoing tension between the church’s development plans and the community’s environmental and safety concerns. As the Exclusive Brethren continue to navigate these challenges, the case highlights the importance of balancing development with the preservation of natural and residential character, as Micah 6:8 reminds us to act justly, love mercy, and walk humbly with God.
