Killeen Planning and Zoning Commission Approves Rezoning for New Homeless Shelter on 1002 Medical Drive

The Killeen Planning and Zoning Commission has approved a rezoning recommendation for 1002 Medical Drive, setting the stage for the establishment of a homeless shelter by Armor of God Outreach. This decision, made with a 4-2 vote, transitions the property from business to multi-family zoning, contingent on a permit. The Killeen City Council is expected to review this zoning change in October.

John “JT” Haun, the applicant and owner of Armor of God Outreach, outlined the shelter’s unique approach compared to existing facilities. He emphasized a model that allows residents to remain during the day, offering programs aimed at employment assistance and Bible study. Haun’s vision extends beyond providing temporary shelter; he aims to create a rehabilitative environment and work collaboratively with local organizations, including churches, to address homelessness in Bell County comprehensively.

Commissioner Khandiese Cooper, who supported the rezoning, highlighted that the proposed shelter would address homelessness more effectively than previous efforts, like those of Friends in Crisis. She noted that the shelter would encourage accountability among residents. However, the decision was not unanimous. Commissioner Sandra O’Brien opposed the rezoning due to potential impacts on nearby businesses, while Commissioner Cyndi Rowe abstained, citing unresolved questions.

The Planning and Zoning meeting drew significant public interest, with around 40 attendees at one point, many of whom voiced concerns during the public hearing. While some residents expressed support for the shelter, others, like Giovanni Stanziale, raised safety concerns, questioning the thoroughness of background checks for shelter residents. Carlos Partida, principal of St. Joseph Catholic Academy, also voiced concerns, prioritizing the safety of his students and staff, given the proximity of the school to the proposed shelter site.

This development reflects a broader dialogue on homelessness, public policy, and community response, echoing the biblical call to care for the vulnerable, as seen in Matthew 25:35, which emphasizes feeding the hungry and welcoming strangers. As the community navigates these complex issues, the focus remains on balancing safety, support, and compassion for all neighbors.
