A Virginia Baptist pastor and church conference speaker has been charged in Pennsylvania for sending explicit images of himself to a teenage boy. The allegations against Kenneth Kevin Baldwin, 47, include unlawful contact with a minor and corruption of minors, according to court records.

Baldwin met the 15-year-old in November 2024 while preaching at the boy’s church. He sent the boy photos of his privates “multiple times a week” until December 2025, the affidavit states. Baldwin used the topic of “masculinity” in his conversations with the boy to introduce the photos of his “manhood,” according to the affidavit.

Baldwin also admitted to police he exposed himself to the victim three times in three states. Pennsylvania state police believe Baldwin may have shared explicit images with other children. The victim, from Warrington Township in York County, contacted police on May 2, stating his pastor was sending him nude photos.

Baldwin asked the boy to use WhatsApp to keep their conversations private. The messaging app uses end-to-end encryption and has a setting for disappearing messages after a certain time. “BALDWIN began sending messages asking, ‘Is the coast clear’ or ‘cc’ asking (the victim) if he was alone,” the affidavit states.

Policse seized copies of some of the photos Baldwin sent. The affidavit is part of a criminal complaint filed in York County on July 20. Baldwin admitted to sending 15 lewd photos to the boy but would have memory lapses about his age, according to the affidavit.

Baldwin was arraigned on Wednesday and posted $80,000 unsecured bail. A preliminary hearing is scheduled for Aug. 18. Baldwin’s attorney did not immediately respond to inquiries, and his church had no comment.

The church’s staff page is no longer available, but an archived webpage states that “Kenny” Baldwin became senior pastor on Sept. 11, 2011, and is the youngest child of church founder Lou Baldwin.
