Two Arrested in Safeguarding Investigation at Presbyterian Church in Ireland

Two people have been arrested in connection with a criminal investigation into safeguarding concerns at the Presbyterian Church in Ireland (PCI). The investigation began in November 2025, following the church’s acknowledgment of “serious and significant failings” in its safeguarding practices between 2009 and 2022.

In March 2026, the PCI commissioned an independent safeguarding review. To date, the review has received 127 contacts from individuals who may be victims or witnesses. The arrests were confirmed to the church by the Police Service Northern Ireland (PSNI), which stated that enquiries remain ongoing.

PCI Moderator Rev Dr Richard Kerr said the church is “continuing to assist the police in every way.” He expressed that the church remains “saddened by the circumstances” and acknowledged the “bravery and strength of those who have already come forward.” Dr Kerr continued to encourage all victims, survivors, and those with concerns to step forward.

The PSNI has encouraged anyone with information or concerns to contact them directly or seek support through Victim Support NI. The police did not specify the nature of the charges or the identities of the individuals arrested in the available reporting.

Dr Kerr noted that the PCI is working to improve its safeguarding infrastructure, having established a stand-alone safeguarding department and a new training programme.
