In response to allegations of misused local development funds, the Kampong Chhnang provincial administration has established a taskforce to scrutinize the roles of civil servants and commune council members involved in managing these funds. This initiative follows an investigation by the Interior Ministry, which uncovered alleged misconduct in 71 communes, prompting civil society groups to commend the move.
The taskforce, as outlined in a letter from Kampong Chhnang provincial governor Sun Sovannarith dated August 13, will focus on inspecting projects in several communes, including Toek Hout, Melon, Chorng Morng, Sethei, and Longvek. The investigation was triggered by a controversy surrounding solar street lights in Toek Hout, which reportedly cost eight million riel (about $2,000). The Interior Ministry confirmed that irregularities occurred in this commune, among others.
Following Prime Minister Hun Manet’s directive, the taskforce will also review all project funds across the province’s communes. This comes after two senior officials in the provincial planning, investment, and inter-sectoral department were demoted due to their alleged involvement in the irregularities. Hang Piseth and Van Then were reassigned to personnel management roles.
Governor Sovannarith emphasized that any individuals found to be involved in the misuse of funds would face legal action, underscoring a commitment to accountability and transparency. The Ministry of Economy and Finance had allocated $1.06 billion for sub-national administration in the Budget in Brief 2026, with each commune receiving approximately 415 million riel annually for local development.
As the investigation continues, the taskforce aims to restore public trust and ensure the integrity of local governance, reflecting the biblical principle of justice and accountability as highlighted in Micah 6:8.
