
New housing and homelessness plan for Thunder Bay, Ont., outlines 10-year strategy to address diverse needs
The District of Thunder Bay Social Services Administration Board (TBDSSAB) has unveiled a 10-year housing and homelessness plan aimed at addressing the diverse needs of residents. The document, released on Wednesday, outlines a roadmap for meeting housing demands through 2036, as required by provincial regulations. The plan emphasizes the importance of transitional and supportive housing, which integrates support services to help individuals stabilize and gain independence.
Ken Ranta, chief executive officer of TBDSSAB, explained that the plan considers the entire housing continuum, from homelessness to private market housing. “Transitional and supportive housing really integrates a support process within that housing so that an individual can stabilize, can become more independent. Community housing is the next step on that continuum,” he said.
Approximately 1,400 people are currently on the waiting list for social housing, according to Ranta. The city’s latest point-in-time count from last fall reported 652 people known to be experiencing homelessness, though advocates suggest the actual number could be double that. The plan is referred to as “Chapter 2,” building on the previous 10-year strategy and adding greater depth and opportunities for progress.
TBDSSAB engaged OrgCode Consulting to review the district’s homelessness system. The 10-year plan includes 54 goals, covering a range of needs such as the number of rent-geared-to-income (RGI) houses, bridge housing, supportive housing, and transitional housing required. Crystal Simeoni, TBDSSAB’s director of integrated social services, noted that OrgCode’s analysis provided critical insights into these needs.
The plan was presented to community housing partners and social service organizations, reflecting a collaborative approach to addressing homelessness. It underscores the complexity of the issue and the necessity of a multifaceted response. As the district moves forward, the plan serves as a guide for ensuring that all residents, regardless of their circumstances, have access to the resources and support they need.
The initiative aligns with the biblical call to care for the vulnerable, as seen in Proverbs 31:8-9, which urges justice for the oppressed and defense for the poor. By focusing on housing stability and support, TBDSSAB seeks to honor the dignity of every individual and promote a community rooted in mercy and compassion.
