In a significant move to address homelessness, the city of Pendleton has declared an emergency to allow the establishment of its first year-round homeless shelter. This decision follows a year of resident complaints and a lawsuit challenging the city’s rules regarding resting or sleeping on public property. The Pendleton City Council’s declaration comes after a judge dismissed a lawsuit filed by unhoused residents, citing that the rules did not violate state law.
The emergency declaration paves the way for a local nonprofit to convert the Pendleton Warming Station, traditionally a seasonal shelter, into a permanent facility. This station, located near the downtown core, has been providing shelter during cold winter nights and operates a Day Center offering free showers, laundry vouchers, and other services during the summer.
Despite this progress, the long-term viability of the project remains uncertain, both financially and politically. Those unable to secure shelter must still adhere to the city’s rules, which were upheld in court. Umatilla County Circuit Court Judge Daniel Hill emphasized that while his decision addressed the immediate legal challenge, it could not resolve the broader societal issue of homelessness.
The need for more shelter beds is acute across Eastern Oregon. Umatilla County, where Pendleton is located, has added 76 shelter beds in recent years, which is only about half of what is needed to accommodate all homeless individuals. In nearby Grant and Harney counties, the situation is even more dire, with no shelter beds available despite higher rates of homelessness.
The Pendleton Warming Station, which opened in 2011 with the ambitious goal of ending local homelessness within a decade, recorded its highest usage last year. Most guests were connected to Pendleton, with many being lifelong residents. This underscores the ongoing challenge of addressing homelessness, a complex issue that requires sustained community effort and support.
