Kennedy Announces Faith-Based Approach to Homelessness in San Diego, Advocates Treatment-First Strategy

In a recent visit to San Diego, Robert F. Kennedy Jr., Health and Human Services Secretary, alongside Scott Turner, Secretary of Housing and Urban Development, and Sara Carter, director of the White House Office of National Drug Control Policy, announced a faith-based approach to addressing homelessness. The initiative, known as the Great American Recovery Initiative, was unveiled at a press conference at the San Diego Rescue Mission, emphasizing a treatment-first strategy over the Housing First model.
The administration’s plan, detailed in a “Best Practices Toolkit,” prioritizes self-sufficiency as the central goal, critiquing Housing First as a short-term solution. Turner criticized the Housing First approach, claiming it has “failed miserably and horribly” over the past decade, suggesting that funds allocated to these models are better spent elsewhere. Ann Oliva, CEO of the National Alliance to End Homelessness, highlighted that Housing First is one of the most studied interventions for homelessness, providing stability that enables individuals to address underlying issues. Stephen Russell, president and CEO of the San Diego Housing Federation, reinforced that Housing First is evidence-backed, emphasizing the necessity of low barriers to housing to facilitate engagement with individuals’ needs.
The administration’s faith-based approach was presented as a holistic solution, with Kennedy describing recovery as a spiritual battle.
