Lethbridge teen charged with terrorism and child exploitation offences linked to online group 764

The RCMP has charged a 17-year-old in Lethbridge, Alberta, with multiple offences following an investigation into online activity consistent with the designated terrorist group 764. The Federal Policing Northwest Region’s Integrated National Security Enforcement Team (INSET) initiated the case after receiving information from Lethbridge police, which led to the teen’s arrest. The individual faces charges related to terrorism, child sexual abuse and exploitation material, and animal cruelty.

Police describe 764 as a transnational network of online predators that targets vulnerable youths with the goal of coercing victims into acts of self-harm, violence, and abuse against others and animals. According to the RCMP, the group operates through various digital platforms, including Telegram, Discord, Roblox, Minecraft, TikTok, Instagram, Snapchat, Twitch, and Steam. Once targeted, victims are reportedly coerced into providing sexually explicit images of themselves and committing acts of self-harm or violence, often during livestreams.

The predators exert control by threatening to release compromising images to the victim’s friends, family, or school. As the abuse escalates, some victims are forced into abusing others or attempting to take their own life. Reporting by CBC’s The Fifth Estate notes that at least one school shooting in the United States has been linked to 764, highlighting the severe consequences of the group’s activities.

In 2025, Canada became the first country to designate 764 as a terrorist entity. The RCMP identifies 764 as one of several groups engaging in similar activity, collectively referred to as the COM, or community. Superintendent Matt Johnson stated that the RCMP began becoming aware of this issue roughly three years ago and has observed a massive spike in investigations of this nature.

Johnson noted that in these cases, the RCMP is typically dealing with children between the ages of 10 and 14. The organization’s focus on the most vulnerable members of the community underscores the critical need for robust digital safety measures and accountability in online spaces. The legal proceedings against the 17-year-old reflect the serious criminal nature of the alleged conduct and the state’s commitment to protecting minors from exploitation.
