Boulder Hill, Illinois, residents voice concerns over proposed overnight shelter near schools
Residents gathered on Sept. 24, 2026, at the Neighborhood Church of the Brethren in the Boulder Hill subdivision to voice concerns about a proposed emergency overnight warming shelter. According to one report, the gathering came after Oswegoland Community House had proposed the shelter for people experiencing homelessness.
Oswegoland Community House proposed the shelter to be hosted by the Neighborhood Church of the Brethren. The shelter would provide a warm place on nights when temperatures drop to 32°F or colder. One report stated that the initiative was set to begin in November. Another report said the original plan to establish a warming shelter in the church remained uncertain while Church of the Brethren officials surveyed their parishioners.
Neighbors have raised concerns about the site’s proximity to Boulder Hill Elementary School, which is adjacent to the proposed location. Residents such as Darlene Miller oppose the shelter, citing its closeness to schools and community areas, and signs opposing it have appeared on lawns throughout the neighborhood. One report said the school was informed of the proposal about a month before the reporting, with assurances that shelter operations would start after school and after-school programs ended.
On Oct. 11, Rev. Pat Fish, pastor at Becoming Oswego church and a member of Oswegoland Community House, said during a live service that the group was exploring alternative locations and partnerships. Oswegoland Community House also announced on its Facebook page that it was re-evaluating its approach after discussions with community members. Under the revised proposal, the shelter would serve individual adult women and families with dependent children. Adult men would be eligible only as a parent or legal guardian within an eligible family household, a design that reflects the plan’s focus on helping women and children, as one report described it. Restrictions on drugs, alcohol, and weapons would be enforced, and registered sex offenders would be excluded, according to the revised plan as reported.
Offering a warm place to people without housing on cold nights reflects the call to welcome the stranger (Matthew 25:35). Reports differed on the timing and status of the project. One described the shelter as set to begin in November, while another said the original plan remained uncertain. Oswego Township officials said they have no jurisdiction over the proposal. The Kendall County Planning, Building and Zoning Department and the Oswego Fire Protection District handle zoning or permit matters.
