Palm Beach County Commissioners Deny Calvary Chapel’s K-12 School Proposal in Jupiter Farms
Palm Beach County commissioners voted 6-1 to deny Calvary Chapel Christian School’s proposed K-12 campus on Indiantown Road in Jupiter Farms, following recommendations from county planning staff and the Zoning Commission. The decision came during a zoning hearing on July 14, 2026, and rejected a Class A Conditional Use request from Calvary Chapel of Jupiter, Inc. The application sought approval for a school on 18.588 acres at the southeast corner of Indiantown Road and Rocky Pines Road. Commissioner Maria Sachs led the motion to deny without prejudice, with Commissioner Joel Flores seconding it. Mayor Sara Baxter was the sole opposing vote.
Commissioner Sachs expressed confidence that the school would eventually be approved, stating, “This will happen one day. We will have the school. I will not close the door on it.” The denial was made without prejudice, meaning Calvary Chapel may resubmit a revised application in the future.
County planning staff recommended denial, citing that the application failed to meet five of the eight standards required for a Class A Conditional Use. The Palm Beach County Zoning Commission had also unanimously recommended denial at an earlier hearing. The site is located within the Rural Tier, governed by the Jupiter Farms Neighborhood Plan, and the application received hundreds of written comments and dozens of in-person testimonies from both supporters and opponents.
Opponents raised concerns about traffic on Indiantown Road, water use and aquifer impacts, the rural character of Jupiter Farms, and the condition of Rocky Pines Road, a private road maintained by the Indian Trail Improvement District. Supporters argued the school would provide a needed K-12 faith-based education option and reduce daily commutes for families in the area who currently send their children to schools outside the community.
Public testimony highlighted the community’s divided perspective on the project. David Brown, a resident near the proposed site, urged commissioners to follow the zoning commission’s recommendation, stating, “Zoning staff recommends denial. The zoning commission voted 7-0 to recommend denial.” The application, he said, should fail under county code because it did not meet the required standards.
The decision reflects a broader debate over land use, education, and community development in rural areas. As the county continues to balance growth with preservation, the case of Calvary Chapel Christian School underscores the complexities of approving new institutions in established neighborhoods.
