Residents of the Boulder Hill subdivision in Oswego Township gathered at the Church of the Brethren on September 24, 2026, to express their opposition to the proposal of establishing an overnight warming shelter at the church. The shelter, intended to serve the unhoused, has raised concerns due to its proximity to the nearby Oswego School District 308’s Boulder Hill Elementary School.
Lisa Cook, leader of the Facebook group Boulder Hill Voices, was active in collecting signatures against the shelter, citing safety concerns for her children and other students at the school. Cook, a long-term resident of the subdivision, emphasized the community’s apprehensions about the shelter’s location.
The proposal from Oswegoland Community House includes not only the shelter but also a food pantry and clothes closet. The shelter would operate during nights when temperatures drop to 32 degrees or lower, accommodating up to 40 individuals. Guests would be required to leave the premises each morning, well before school hours, to prevent loitering.
Security measures proposed include the installation of cameras and the presence of a trained security team. Additionally, strict rules would be enforced, prohibiting drugs, alcohol, weapons, and barring registered sex offenders.
Proponents of the shelter highlighted the broader issue of homelessness, noting that approximately 343 people experience homelessness nightly across Kendall, Will, and Grundy counties. Despite these efforts to address a critical need, the meeting became heated, with residents passionately voicing their concerns about the shelter’s location.
As the community grapples with these issues, the conversation reflects a tension between the urgent need for support for the unhoused and the community’s desire for safety and security.
