Councilor James C. Cournoyer provided a detailed explanation of the lease terms, which include an option for the operator to extend the lease for one, two, or three years, an increase in the permitted bed count from 50 to 75, unchanged rent, and a maintenance allowance of up to $75,000. This allowance is intended for essential repairs, including the elevator, HVAC system, and possibly the roof.
