Lawton, Oklahoma, council approves zoning rules for homeless shelters
The Lawton City Council voted 5-3 Tuesday night to approve an update to the city’s policy on incentives for retail developments, one of several items on the meeting agenda. Item 19 was pulled from the consent agenda for further discussion. The update would allow smaller projects to receive public funds and/or incentives.
City staff noticed the need for the policy adjustment while processing the incentive application for Cheddar’s Casual Cafe, which did not qualify for incentives under the current policy. The agenda item involving Cheddar’s was removed from the meeting and was not discussed or voted on.
The council also approved two utility easements and new water, sewer and paving plans for the FISTA expansion at Central Plaza. Utility lines have to be moved to make room for the new building in the south parking lot.
The council also approved an update to the city’s zoning rules for homeless shelters Tuesday night. The new ordinance defines low-barrier and high-barrier shelters and transitional housing, and it sets where each can go. City staff says the goal is to hold public hearings so neighbors within 300 feet of any proposed facility, as defined, can weigh in, a process that gives those who live nearby a voice in decisions affecting vulnerable people in their community (Proverbs 31:8-9).
After the council meeting adjourned, emergency crews were called to City Hall after Ward 2 Councilman Taron Epps began experiencing a medical episode. It is unclear why Epps needed medical attention.
Epps also said: “I want to sincerely thank everyone who reached out with their thoughts, prayers, and concern following last night’s City Council meeting. I’m doing fine and truly appreciate the outpouring of support from our community. I look forward to continuing to serve the residents of Ward 2 and the City of Lawton.”
