West London Councillor Pleads Not Guilty to Fraud Charges

Gurbachan Singh Athwal, a 75-year-old councillor representing Heston East ward on Hounslow Council, appeared at Uxbridge Magistrates’ Court to formally deny fraud charges. The allegations stem from his role as treasurer of Sri Guru Singh Sabha Southall, a charity that manages two of the largest Gurdwaras in Southall, west London. Athwal was charged by police on September 25, 2024, and subsequently lost the Labour Party whip, leading to the party’s loss of control over the council. The local authority now operates under no overall control, resulting in a hung council.

The prosecution alleges that Athwal dishonestly abused his position as treasurer between 2021 and 2022. During this period, financial irregularities were reported, including purported double counting of payments and misappropriation of £12,682. Athwal remains a trustee of the charity, as noted on the Charity Commission website. He is set to appear at Isleworth Crown Court for trial on November 24, though his legal team has raised concerns about the proximity of the court to his ward, suggesting a potential change in venue.

Athwal, who currently sits as an Independent, wore a charcoal grey suit and was accompanied by his legal team during his court appearance. In a statement following the Labour Party’s decision to remove his whip, he pledged to continue fulfilling his council duties.
