Homeless Services Leaders in Orange County Report Demand Outpacing Resources

The Samaritan Resource Center in Orange County has voiced growing concern as the demand for its services continues to outpace available resources. Executive Director Zeynep Portway described the situation as “desperate,” noting that the organization is housing more people than ever, yet the need keeps increasing. This challenge has persisted for nearly two years, prompting ongoing efforts to keep the community informed about the rising demand for support among those experiencing homelessness and those struggling to make ends meet.
During a recent public town hall, several attendees shared personal stories that underscored the depth of the crisis. One individual, who has been homeless since 2005, spoke of the long-term impact of housing insecurity. Another, working for a nonprofit, described living paycheck to paycheck, feeling “just a check away” from facing the same struggles as the people they serve. These accounts highlight the human cost of systemic challenges and the urgent need for more comprehensive solutions.
Rev. Dr. Joy Davis, who runs Spirit of Joy Ministries and collaborates with the Samaritan Resource Center, emphasized the strain on nonprofit organizations, particularly during extreme heat. She described the physical and emotional toll of providing services in conditions with a heat index around 105 degrees, noting that staying afloat often requires begging for volunteers. Such efforts reflect the tireless work of faith-based and community organizations in addressing immediate needs while advocating for long-term change.
In June alone, the Samaritan Resource Center served nearly 800 individuals experiencing homelessness, including over 100 children, and helped six people secure employment. These numbers illustrate the scale of the challenge and the critical role of local organizations in providing essential services. Portway urged the community to consider practical ways to contribute, such as offering housing options. She noted that renting out a spare bedroom could provide stable housing without the high cost of market-rate accommodations.
Faith-based leaders at the town hall emphasized the importance of engaging elected officials to push for systemic solutions. Local pastor Jose Rodriguez highlighted that homelessness should be viewed as a universal issue, affecting anyone regardless of background or status. “It’s an everyday person problem,” he said, urging greater recognition of the issue as a shared responsibility.
