Delaware is considering the conversion of the Living and Learning Commons, a former hotel turned student housing complex at Delaware State University, into a homeless shelter as part of a broader effort to expand services in Kent and Sussex counties. The proposal aligns with the state’s broader homelessness strategy, which includes expanding the Hope Center model used in New Castle County.

The Living and Learning Commons, which was originally purchased by the university to expand student housing, now stands as a potential site for a shelter that would provide housing, meals, and healthcare services to individuals facing homelessness. State officials say the building’s existing infrastructure, including hundreds of rooms and shared spaces, makes it a practical option for this purpose.

DSU student and past resident Alani Holland notes that the building already has the necessary facilities to support people in need. “They have like a kitchen, so food could be cooked. There’s beds, there’s everything. So I feel like it would be a good idea,” Holland said.

The Delaware State Housing Authority is in preliminary discussions about the proposal, emphasizing that expanding the Hope Center model is a key part of the state’s homelessness strategy. Ashley Dawson, director of public relations for the DSHA, stated, “We believe that expanding the Hope Center model is one of the ways to work toward reducing homelessness in the First State.”

Dover Mayor Robin Christiansen supports the initiative, noting that the city is committed to addressing homelessness and believes the concept could help streamline existing services. “The name is appropriate, Hope Center. I think it will consolidate some of the other shelters and things that we have that are probably not quite as successful as they should be,” Christiansen said. Local officials are also preparing to meet with state leaders to discuss the proposal further.
