Presbyterian Church in Ireland faces inquiry over safeguarding failings and criminal investigation
The Presbyterian Church in Ireland (PCI) is under investigation by the Charity Commission for Northern Ireland following an internal report that revealed serious safeguarding failings. The inquiry follows revelations of significant shortcomings in the church’s central safeguarding functions, which spanned from 2009 to 2022. These failings have led to people being placed at risk, with some individuals harmed and others potentially affected but yet to be identified.
Rev Trevor Gribben, who served as the PCI’s general secretary for part of this period, stepped down as moderator last month. In his resignation statement, he acknowledged the gravity of the situation, expressing regret for the harm caused and apologizing unreservedly. The internal report, which prompted his resignation, highlighted systemic issues within the church’s safeguarding processes.
The acting clerk of the PCI, Rev Dr David Allen, has stated that the denomination is cooperating fully with the Charity Commission. He emphasized the commitment to restoring trust through improved practices, noting that the inquiry is part of a broader effort to address the failings and rebuild credibility.
Police authorities have confirmed that a criminal investigation into safeguarding concerns remains active. Assistant Chief Constable Davy Beck noted that the police are working closely with the Charity Commission and other safeguarding partners to address these issues.
The PCI is set to hold a special meeting at its General Assembly, where a 23-page report detailing the key issues will be discussed. The report calls for the creation of a new safeguarding department, a review of non-disclosure agreements, the formation of a task force focused on governance, culture, and integrity, and an external review of safeguarding practices. The report describes the current state of affairs as “a shameful position for part of the Church of Jesus Christ to be in.”
The situation underscores the importance of protecting the vulnerable, a theme echoed in Proverbs 31:8-9, which calls for advocating for those who cannot speak for themselves. The PCI’s response reflects a commitment to accountability and the pursuit of justice, aligning with the biblical call to ensure the well-being of all people.
